DOT inspection requirements in Utah

The Utah Highway Patrol and UDOT's Motor Carrier Division enforce truck and bus safety. Utah covers ordinary commercial vehicles at 26,001 lb, plus passenger, hazmat and tow truck triggers. Utah runs an FMCSA-recognized annual safety inspection, and its law also accepts a valid federal annual. Tow trucks and school buses have separate state inspections.

Who regulates commercial vehicles in Utah?

The Utah Highway Patrol handles commercial vehicle safety enforcement. UDOT's Motor Carrier Division runs the ports of entry and the tow truck certification program, and Utah's rules adopt the federal motor carrier safety regulations (Utah Admin. Code R909-1).

Does Utah follow federal rules, and what are the intrastate thresholds?

Yes, federal rules are the baseline. For intrastate operations, ordinary commercial vehicles are covered at 26,001 lb or more (Utah Code 72-9-102). Passenger carriers, placarded hazmat at any weight and tow trucks are also covered, including vehicles designed for more than 12 passengers with a GVWR or GCWR of 13,000 lb or more.

What annual or periodic inspections does Utah require?

Covered commercial vehicles must pass an annual safety inspection. Utah lets the owner meet it with a Utah safety inspection at an authorized station or with evidence of a valid federal annual inspection that complies with 49 CFR 396.17 (Utah Code 53-8-205). Each unit in a combination needs its own.

Who can perform the inspection, and is a technology-based inspection accepted?

The Utah safety inspection is done by a Utah-certified inspector at an authorized station. The federal annual can be done by an inspector qualified under 49 CFR 396.19, and Utah law accepts it for the commercial vehicle requirement. Bright Inspect's federal annual is designed to meet FMCSA annual inspection requirements, and we confirm your vehicle qualifies before you pay.

Our federal annual is not a substitute for Utah's tow truck certification, which UDOT controls, or for the school bus inspection, which certified inspectors employed by the education entity perform.

What records and stickers does Utah require?

Keep the annual report 14 months, with proof of the most recent inspection on the vehicle. Tow trucks display a UDOT certification sticker on the driver's side rear window and keep certification records. School buses display a current Utah school bus inspection sticker, and records are kept 1 year.

What happens if your inspection is expired at a roadside stop in Utah?

Utah Highway Patrol troopers and port of entry inspectors conduct roadside and port of entry inspections. Federal rules let an officer cite you under 49 CFR 396.17(c) when proof of a current annual inspection isn't on the vehicle; it carries a CSA severity weight of 4. The officer gives the driver an inspection report. The carrier must certify that listed violations were corrected and return it within 15 days, and keep a copy for 12 months (49 CFR 396.9). Fines are set by state law. An unsafe vehicle can be placed out of service even with a valid annual.

We're still confirming roadside fines for a missing annual inspection in Utah. Check with the UDOT Motor Carrier Division directly.

Nobody can promise to remove a violation or change a safety score; what fixes the problem going forward is a current inspection and a complete record.

Utah DOT inspection FAQs

Utah accepts either a Utah safety inspection at an authorized station or evidence of a valid federal annual. Bright Inspect does the federal annual where your truck is parked, and we confirm your vehicle qualifies before you book.

Utah Code 53-8-205 recognizes evidence of a valid federal annual inspection that complies with 49 CFR 396.17. It doesn't replace the tow truck certification or the school bus inspection.

Twice a year, through UDOT's tow truck certification program, with a sticker on the driver's side rear window.

We do the federal annual, which Utah law recognizes for the commercial vehicle requirement. We can't do the UDOT tow truck certification or school bus inspections, and we tell you before you pay.
