Need a DOT inspection near you in New Jersey?
For trucks and trailers on the federal annual, Bright Inspect inspects them where they're parked. Passenger vehicles in New Jersey's state inspection go to a licensed facility, and we confirm which applies before you pay.

The NJ State Police's Commercial Carrier Safety Inspection Unit enforces motor carrier safety. The Motor Vehicle Commission runs state vehicle inspections and licenses private inspection facilities, and the DEP sets emissions standards.
Yes. New Jersey incorporates the federal periodic inspection rules into state regulation. CMV safety coverage starts at 10,001 lb using the greater of GVWR, GVW, GCWR or GCW. Passenger and emissions programs use their own thresholds.
| Operation | Who's covered |
|---|---|
| Interstate | 10,001 lb or more, plus federal passenger and hazmat triggers (49 CFR 390.5) |
| Intrastate (New Jersey only) | 10,001 lb or more using the greater of GVWR, GVW, GCWR or GCW |
| State passenger inspection | Passenger vehicle registrations such as limousines, paratransit, ambulances and taxicabs, by registration type |
| Diesel emissions | Diesel vehicles at 18,000 lb GVWR or more |
Three layers can apply: the federal annual for trucks, an annual state safety and emissions inspection for passenger registrations and certain commercial vehicles, and an annual heavy-duty diesel emissions test.
| Inspection | Applies to | How often | Rule |
|---|---|---|---|
| Federal annual | Interstate and NJ intrastate CMVs under Part 396 | 12 months | 49 CFR 396.17 to 396.23 |
| State safety and emissions inspection | Passenger vehicle registrations (ambulances, jitneys, mobility assistance, Omnibus 2, paratransit, hotel buses, limousines, taxicabs) and certain commercial vehicles | Annual | N.J.A.C. 13:20 |
| Heavy-duty diesel emissions | Diesel vehicles at 18,000 lb GVWR or more | Annual | N.J.A.C. 7:27-14; NJ MVC diesel page |
New Jersey's state inspection program is on FMCSA's accepted list, so vehicles it covers must use it. State safety and emissions inspections require a licensed Private Inspection Facility (PIF) and licensed inspector, or an MVC facility; a PIF with a Mobile designation can inspect off-site at commercial locations (NJMVC PIF license). Remote-only inspections aren't part of that program.
For trucks under the federal model, an inspector qualified under 49 CFR 396.19 can do the annual, either the carrier's or a third party's. That's where Bright Inspect fits.
Federal annual reports are kept 14 months; proof on the vehicle can be the report or a decal. State inspections issue a certificate of approval or sticker, and PIFs keep records for one inspection cycle or 2 years.
| Vehicle | Rule |
|---|---|
| Tow trucks | Towing companies register with the Division of Consumer Affairs, and each tow truck carries a registration decal (Predatory Towing Prevention Act, N.J.S.A. 56:13-10); municipalities license towers by ordinance. No statewide tow truck inspection found |
| School buses | Inspected twice a year by the MVC School Bus Inspection Unit, plus unannounced monthly inspections; MVC sticker required (N.J.S.A. 39:3B-21; N.J.A.C. 13:20-30) |
| Passenger carriers | Annual state safety and emissions inspection for limousines, paratransit, mobility assistance vehicles, hotel buses, taxis and Omnibus 2 vehicles; Omnibus 2 vehicles over 10,000 lb go to a licensed PIF |
NJSP's Commercial Carrier Safety Inspection Unit conducts roadside inspections. Federal rules let an officer cite you under 49 CFR 396.17(c) when proof of a current annual inspection isn't on the vehicle; it carries a CSA severity weight of 4. The officer gives the driver an inspection report. The carrier must certify that listed violations were corrected and return it within 15 days, and keep a copy for 12 months (49 CFR 396.9). Fines are set by state law. An expired state passenger inspection or diesel emissions certification is a separate state issue.
We're still confirming roadside fines for a missing annual inspection in New Jersey. Check with the NJSP Commercial Carrier Safety Inspection Unit directly.
Stopped without proof of a current annual? See what to do when your inspection expired or failed at roadside and what happens if your annual inspection is expired. Nobody can promise to remove a violation or change a safety score; what fixes the problem going forward is a current inspection and a complete record.
