Does a roadside inspection count as my annual inspection?

No, in almost every case. A 2016 FMCSA rule removed the option of using a roadside inspection as the annual, because most roadside inspections don't cover everything the annual requires (Federal Register, July 22, 2016). A CVSA decal shows a recent roadside pass, not an annual inspection.

Which inspections count as my annual?

The rule: what counts as the annual inspection. Last reviewed: October 13, 2026.
InspectionCounts as your annual?
Federal annual by a qualified inspectorYes
Inspection under an FMCSA-accepted state programYes, for 12 months from the end of the inspection month
Roadside Level I, II or III, with or without CVSA decalNo
Driver pre-trip or post-trip DVIRNo

Why doesn't a Level I roadside inspection count?

Most roadside inspections don't cover everything the annual requires. Since the 2016 rule change, a roadside inspection is not treated as your annual unless it's done under a state periodic inspection program that meets the federal standard. Even a clean roadside inspection with a CVSA decal doesn't replace the annual.

What does a CVSA decal mean?

A CVSA decal shows a recent roadside inspection without critical violations. It's not proof of the annual inspection, so the vehicle still needs its own annual report or sticker. Sticker rules.

What does this mean for you?

  1. 01

Keep your annual on its own schedule.

A clean roadside stop doesn't reset the 12-month clock. How long it's good for.

  2. 02

    Handle the roadside report.

Certify any violations on a roadside report as corrected and return it within 15 days, then keep a copy 12 months (396.9).

  3. 03

Book the annual when it's due.

Use a qualified inspector, or your state's program if your vehicle requires one.
